Never had a problem with Envirotex but did some lures yesterday and they ended up drying with pinhead sized nobbly bumps on them. Not sure if the Etex was a bit too old and started to crystalise?
Anyhow, can these bumps be buffed down with fine sand paper and another coat of Etex applied?
Or would the sanding process ruin the finish, even after another coat of Etex?

Yes just sand it down,you won't know the difference after another coat.
If etex is cold it can get lumpy,warm the bottles up and it'll go back to normal
